According to the Finance and Budget Commission Report on Draft Law 5801, « Revenues generated from use of, or license to use, a Domain Name are exempted from Luxembourg corporate taxes up to 80% ». « This is a tremendous opportunity for domain name investors and e-Commerce, both in Luxembourg and worldwide » comments Xavier Buck, EuroDNS Chief Executive Officer.

The aforementioned law updates a tax law dating back to December 4th 1967. THE FRENULUM, THE RAPHE, the ticki-bicki -- one of these is NOT an area on a man's body that can be stimulated for extra-credit "erotic excitement," according to the June issue of Cosmopolitan. Can you guess which it is?

So, yeah, Cosmo lives up to its reputation for providing explicit, sex-manual-worthy tidbits. Some seem potentially useful. Take the tips to focus on overlooked parts of the obvious male erogenous zones, like those areas named above (OK, not the tiki-biki). But others veer toward the absurd. Though, hmm... If I was at work, and I took the suggestion to insert a small, portable vibrator activated by ringtones, I'd get MUCH less irritated when a co-worker's unanswered cell played endless repetitions of the "Twilight Zone" theme.

Still, it's only in the sexual arena that Cosmo goes off the beaten track with unfamiliar vocabulary. In its other field of expertise, relationships, advice is dumbed-down and unsophisticated. Take "The Secret Girlfriend Weapon," which aims to put to practical use a study that "focusing on each other's good qualities" is key to a long-lasting love connection. Here 's the Cosmo-speak version: "Whatever your dude does that makes you crazy, find the silver lining. He's sloppy?.. So he'll probably let you make decisions like how to decorate the apartment. Niice."

The constant "dude" and "chick" references throughout the mag make me feel as if I'm trapped simultaneously in '90s and '60s time-warps. They drag the prose down to the level of the many pieces of reader-generated content, like "Bitch It Out" and "Guy Confessions" -- anecdotes about being caught in the (sexual) act, being hit in the balls during sports, etc. "I have a friend who comes over to eat my food and then leaves behind dirty dishes...." begins another fascinating entry. It's all very high school blogish.

The professionally written pieces do provide some flashes of insight and wit, like a great cavewoman-type dance invite I wish I'd had the chutzpah to try back in my single days: "You, Me. Dance floor. Now." "How To Snoop On Your Man" offers the obvious (examine every single thing he owns), except for the innovative tip to sniff a man's gym clothes: "They should be smelly. If not, where was he?"

If you're looking for genuine journalism, though, there's little beyond "How A Date Rapist Works," a well-written piece that clearly spells out how to avoid being a victim.

I haven't read Cosmo regularly since Helen Gurley Brown was editor (she stepped down more than 10 years ago). Sure, it could be annoyingly cutesy, and men were topic No. 1 then as now. But remember that old ad campaign from the Brown days: "If you want to find me, you'll catch me reading Cosmopolitan"? (Or words to that effect -- I couldn't find examples of the real copy. If anybody has, then I'd love to hear from you.) The women in those ads seemed a helluva lot more well-rounded than today's presumed reader -- didn't they mention interests like sky-diving?

On the day that the "Sex In The City"movie premieres, I'm wondering if (the younger) Carrie Bradshaw's columns would fit inside this incarnation of Cosmo. Or would her thoughtful explorations of relationship issues be considered too, oh, intellectual for the present target reader? If so, then -- dude, how sad is that?

BEING HEART-SMART WITH RA
People with rheumatoid arthritis understandably focus on caring for their joints. But their most serious health risk involves their heart.

Compared to the general population, rheumatoid arthritis patients have a significantly increased risk of heart attack and stroke, and a shorter life expectancy.

RA AND YOUR HEART: THE RISKS
Here are some of the findings from recent studies about the link between rheumatoid arthritis and heart disease:

* Heart attacks are twice as common among women with rheumatoid arthritis as among those without the disease.
* Atherosclerosis ("hardening of the arteries") starts early and progresses more rapidly in people with rheumatoid arthritis.
* Carotid artery blockages (a risk factor for stroke) are three times more common in people with rheumatoid arthritis than in people without the disease (44% vs. 15%).
* Cardiovascular events, such as heart attack and stroke, occur about 10 years earlier in people with rheumatoid arthritis.
* Mortality is higher among rheumatoid arthritis patients after a first heart attack.
* Blood vessel damage is often already apparent at the time of rheumatoid arthritis diagnosis.
* Heart attacks in rheumatoid arthritis patients are more likely to be silent or to occur without the typical symptoms, and they more often result in sudden cardiac death.
* Congestive heart failure (weakening of the heart's pumping ability) is more common among people with rheumatoid arthritis.
Researchers have identified several links between rheumatoid arthritis and cardiovascular disease. Inflammation is believed to be the most important of these.

THE ROLE OF INFLAMMATION IN ATHEROSCLEROSIS
Cardiologists now understand that inflammation plays a crucial role in the onset of atherosclerosis. They believe that an injury to the inner lining of the arteries (the endothelium) triggers an immune response, sending immune system cells rushing to repair the damage.

THE EFFECTS OF CHRONIC INFLAMMATION ON YOUR ARTERIES
But in chronic inflammatory states such as rheumatoid arthritis, the immune response doesn't shut off after the injury heals. The accumulating immune system cells attract deposits of cholesterol, blood platelets, cellular debris, and calcium, which clump together to form plaque.

As plaque deposits grow, they restrict blood flow through the artery. If the plaque ruptures, clots can break away and travel to the heart or brain, where they may cause a heart attack or a stroke.

BOTTOM LINE ADVICE: WHAT CAN YOU DO TO STAY HEART-SMART EVEN IF YOU HAVE RHEUMATOID ARTHRITIS
The relationship between rheumatoid arthritis and the heart is complex, and rheumatologists still have a great deal to learn about how to reduce the risk of cardiovascular disease among people who have rheumatoid arthritis.

For now, it's important to do everything possible to reduce the traditional risk factors for heart disease and stroke:
smoking, obesity, a sedentary lifestyle, high blood pressure, high cholesterol, and diabetes.

Getting regular exercise and losing extra pounds (even a 5-10% weight reduction is beneficial) will help your joints as well as your heart. Monitor your blood pressure and have your cholesterol levels checked regularly.

Also, ask your physician about the possibility of taking a low-dose aspirin each day to reduce your risk of cardiovascular disease.

In addition, the cholesterol-lowering medications known as statins--atorvastatin (Lipitor) and others--not only help the heart, but also have modest beneficial effects on rheumatoid arthritis-related inflammation. If your doctor hasn't already suggested a statin drug for your heart health, you might ask about it.

WHO NEEDS PRINT CELEB gossip anymore? After all, you can get updates on Jessica Simpson's activities all over the Web, seemingly by the hour.

And it's not as if these mags provide any kind of fresh spin or deep analysis that's lacking online. Here's what In Touch considers an exclusive scoop: "My weekend was good," says John Mayer, quoted after his first liaison with Jennifer Aniston.

Seems like gossip rags now exist primarily as a market for the paparazzi -- a theory suggested by the many remarkably similar photos in the May 12 issues of Us and In Touch. Both mags show Natalie Portman walking with her surgical-cone-wearing dog, before- and during-pregnancy head shots of Nicole Kidman, and -- hey, you can't have too many pix of Danny DeVito shopping for new eyeglasses, can you?

So are there any differences at all between the two mags, which I qualified for this gossip-off because of their identical cover stories? (People is often cited as Us' direct competitor, but People is in a different class. That's not just because of its no. 1 status in 2007 ad dollars -- as tracked by PIB, more than triple that of Us -- but because People acknowledges humans beyond the Hollywood axis.)

The J&J show: Both Us and IT feature stories about Jen and John's hot weekend together in Miami, with varying details about how they first hooked up, but the same overall theme: Is the ladies' man compatible with the world's most-famous jiltee?

The difference comes down to whether you like your voyeurism with an up-close, you-are-there vibe, or a focus on celeb perks.

IT provides blurry shots of the couple lying by the pool together -- both in bathing suits -- with details like "At one point, John and Jen's heads touched." Ugh! There's something so heavy-breathingly pathetic about viewing from this vantage point.

I prefer Us' focus on the services you get in a $3,000-a-night suite. As a former travel editor suffering from luxury hotel deprivation, I sigh for details like the couples' massage at Jen's Miami resort.

Us also gets clarity points for including all the lurid details in John's statement about Angelina Jolie; IT's incomplete quote may be PG-rated (no mention of blow jobs), but doesn't make much sense. (If you're wondering, it all has to do with Brad's presumed lack of a fantasy object because he's got the real thing.)

"Real" journalism? Us does a better, more even-handed job of parsing a "scandal" in a piece on the Miley Cyrus photo brouhaha. There's a sophisticated take on whether or not posing semi-nude was a calculated move; a disingenuous putdown of Vanity Fair, where the photos ran; and a sidebar on other "Young Stars Who Grinned and Bared" for an edifying touch of historical context.

IT's all about overblown headlines -- "Divorce Shocker: What Star Found Out"-- with no follow-through. What Star (Jones, natch) actually found out: nothing much, it seems. She's not even quoted in the story, which relies on lots of innuendo on whether or not hubby Al Reynolds is really gay ("I don't want to spoil my image of him," says his mother). In fact, IT has another story ("Lindsay Moves In With Her Girlfriend") where the subtext is, everybody's saying yes, she's really gay while at the same time denying it. Weird, and sadly not very gay-friendly.

Fashion Police: This Us feature, in which style experts sometimes too cutely rag on stars' rags (hey! It's catching!) adds a bit of welcome snark to the generally worshipful tone of most gossip mags. In IT, "Who Wore It Better?" does criticize fashion mistakes, but much more respectfully.

Most titillating tidbits: IT and Us both major in short items -- photo captions, really, in which sources invariably trot out the tritest quotes they can think of ("They're really sad. They were very in love," about a breakup). Within this format appear some odd and funny bits: In Us, Julia Roberts and Matthew McConaughey admit they don't wear deodorant; in IT, Kelly Ripa explains how wearing a pair of padded panties for a shapelier rear view feels "like I am sitting in a very cozy chair!"

Is this the end of civilization as we know it because trees are being killed for this crap: "Finally, Nicole's Bump Is Showing!" in IT.

Bottom Line: I rank Us higher because of its slightly less-sleazy approach to putting celebs under a microscrope.

Medtronic-Supported Research Efforts Commencing to Better Determine Which At-Risk Patients - Inside and Outside of Currently Indicated Populations - May Benefit Most from ICD Therapy


MINNEAPOLIS & SAN FRANCISCO-- May 14, 2008 --Medtronic, Inc. (NYSE: MDT), along with several partners, today announced details of several major clinical trials aimed at developing and validating new and innovative risk stratification tools to predict which post-myocardial infarction (MI, or heart attack) patients are at greatest risk of Sudden Cardiac Arrest (SCA). Medtronic's industry-leading research efforts aim to further advance the base of clinical evidence for implanted cardiac device therapies to ensure those patients at greatest risk of SCA are protected.

"We are on the cusp of new discoveries in clinical cardiology. These trials will utilize advanced innovations in technology and research, spanning novel diagnostics to genomics," said David M. About Medtronic-Supported Risk Stratification Research Trials

    * VEST / PREDICTS (The Vest Prevention of Early Sudden Death Trial / The Prediction of ICD Therapies Study), is a multicenter, randomized controlled trial designed to test a strategy to reduce the early post-MI sudden cardiac arrest risk, followed by an observational cohort study to develop and validate a tool to determine which patients will benefit most from an ICD two months post-MI.

The VEST portion of the study will test the hypothesis that a non-invasive, wearable automatic defibrillator vest will reduce overall mortality in the first 60 days following an MI in patients with LVEF ?35 percent. The PREDICTS portion of the study aims to develop and validate a tool that predicts the occurrence of spontaneous "treatable" ventricular arrhythmias up to five years post-MI, and identify high-risk patients in whom an ICD would be most cost-effective. Study participants will receive either an ICD or Medtronic Reveal® DX insertable cardiac monitor (ICM) to ascertain data on ICD-treatable arrhythmic events.

VEST / PREDICTS is part of a National Institutes of Health (NIH) grant awarded to the University of California-San Francisco (UCSF) and is co-funded by Medtronic, GE Healthcare, and Zoll. It will involve up to 60 centers and more than 4,500 patients in the United States, Canada and Europe.

"The VEST / PREDICTS study is intended to address the two key deficiencies in our current post-MI treatment strategy, which include 1) the untreated high sudden death rate in the early post-MI period and 2) the non-specific nature of ejection fraction to predict spontaneous ventricular arrhythmias and ICD shocks," said Jeff Olgin, M.D., principal investigator for VEST / PREDICTS, and chief of cardiac electrophysiology and professor of medicine at UCSF. "This important study will define a clear pathway to identify those patients who benefit most from ICDs."

    * The objective of Medtronic's GAME (Genetic Arrhythmia Markers for Early Detection) trial is to determine if genetic markers can be used to identify individuals with an increased susceptibility to SCA. Involving 1,000 patients at more than 30 sites in the 48 contiguous United States, GAME will study cardiac events retrospectively to potentially develop a genetic risk scoring system to determine which patients would benefit from an ICD. The first patient enrollment in GAME recently took place at Arkansas Cardiology Clinic in Little Rock, Ark.

"We are about to enter a new era of medicine, one in which so much will eventually be individualized, including prevention and therapy," said Eric Topol, M.D., principal investigator of the GAME trial and chief academic officer at Scripps Health in San Diego. "Genomics has already had a major impact on the treatment of cancer and many other diseases. Now we're looking at genomics of patients with arrhythmias as a way to more precisely treat this important type of heart disease."

    * Also underway is the Medtronic-supported DISCOVERY (Diagnostic Data Influence on Disease Management and Relation of Genetic Polymorphisms to Ventricular Tachyarrhythmias in ICD Patients) trial, involving nearly 1,300 patients at approximately 80 centers in Europe. DISCOVERY is a non-randomized, prospective, multicenter study and is composed of two parts. The first is double-blinded and collects data on genetic polymorphisms and potential prognostic of ventricular and atrial tachyarrhythmias. The second part evaluates the influence of dual chamber ICD-based diagnostic information on long-term patient management and treatment.

Further, Medtronic is committed to ongoing study of Microvolt T-Wave Alternans (MTWA) and other risk markers that will further advance the understanding of how to better identify patients at risk for SCA. MTWA is being studied in the MASTER trial, of which data has previously been presented at the American Heart Association's Scientific Sessions 2007 and American College of Cardiology's Scientific Sessions 2008, and will be presented at Heart Rhythm 2008, the Heart Rhythm Society's 29th Annual Scientific Sessions. $80 Tiny Computer Runs Linux, Development Tools, Controls, and Servers

US embedded hardware OEM KwikByte is shipping a low-cost, tiny embedded system designed for general purpose computing, embedded controls, and database/web servers. KwikByte demonstrated the system running open-source packages such as Apache, MySQL, and PostgreSQL within a Debian environment.

Tempe, AZ  -  March 12, 2008 -- US embedded hardware OEM KwikByte demonstrated a complete, embedded Debian environment and applications running on a power-conscious, microcontroller-based system. The system is designed for general purpose computing, embedded controls, remote monitoring, and server applications.

The board used for the demonstration, KwikByte's KB9260, is based on the AT91SAM9260 microcontroller. The controller's small footprint reduces system size while the low power consumption allows the board to be powered by Power over Ethernet – PoE also known as IEEE 802.3af. By using PoE, a single Ethernet connection to the board can provide power as well as network connectivity. This minimizes facility installation costs.

The board supports minimal configurations like BusyBox and uClibc as well as larger installations like Debian. The Debian development kit was shown running a controls application built and debugged on the board (screen shot attached). No tools were required on a host PC as the system exports a virtual display over Ethernet. This configuration resides entirely within on-board Flash. The dev kit includes schematics and the board ships with recent Linux kernel, currently 2.6.24.

The number of general purpose I/O (GPIO) combined with programmable clocks, serial channels, analog input channels, and timer/counter/PWM channels make it ideal for embedded controls applications. Additionally, the USB host power supply was designed to provide extra power for most USB hard drives. Applications that require very large storage space are only limited by the size of an external hard disk and the entire system can be powered over the Ethernet cable.

With about two dozen reporters crammed in a press room, Presidential candidate Hillary Clinton outlined her universal health care plan, which "would provide tax credits to make insurance more affordable" and "require businesses to offer insurance to workers or pay into a pool for people without it." Florida's health insurance advisor Morgan Moran added 'her opponent, Barack Obama thinks her plan is just talk'.

November 29 -- Florida health insurance web, a health insurance information web site, in its November 2008 political report says "Hillary Clinton plans to expand Medicare and the federal employees' health insurance plan" and to cover those without adequate workplace insurance. Moran, a Florida health insurance consultant said, Democratic presidential candidate "Barack Obama is casting doubt on Clinton's ability to enforce a requirement in her plan that every American buy health insurance."

"Clinton's plan is the most sweeping universal plan offered by any of the 2008 candidates." According to Moran, her campaign is pulling out all the stops on the health insurance issue.

FloridaHealthInsuranceWeb.com, reporting on each of the presidential candidates positions on healthcare said, "Clinton and Obama are the latest to argue over healthcare. (3) Insurance companies won't be able to deny you coverage or drop you because their computer model says you're not worth it. This week Obama argued that his rival (CLINTON) has been unwilling to say how she would enforce the mandate to buy health insurance. Without enforcement, "Obama said, it is nothing more than an empty 'political talking point'."

"Sen. Clinton still hasn't explained what this mandate is: What's she going to do if somebody doesn't purchase health care? Is she going to fine them? Is she going to garnish their wages?" Obama said.

"One of the problems with Clinton's health insurance approach, is that she hasn't been straight with the American people about how she's going to 'impose this mandate'. And without an enforcement mechanism, there is no mandate. It's just a political talking point," he continued.

A spokesman for the Clinton campaign, Lori Singer commented, "The fact remains that Sen. "Obama is going around saying he has a universal health care plan that in fact excludes 15 million Americans." Obama's own health care plan does include a requirement that families purchase insurance for their children.

Shortly after, Obama sent out a memo noting that in Massachusetts, the only state so far to require residents to buy health insurance, "hundreds of thousands of people have not purchased insurance despite a fine levied on those who fail to do so through their tax returns".

QUICK RESULTS IN SEARCH MARKETING are only possible with pay-per-click (PPC) advertising, right? Wrong. The advent of blogging, as well as recent advances to search engine algorithms, has narrowed the gap between PPC and search engine optimization (SEO) to mere hours. With PPC, there is instant gratification as your advertisement will appear in search results almost immediately after your campaign is activated. However, this same advantage can now be seen in SEO.

First, let's take a look at some common reasons why SEO projects have not been carried out in the past.

- Companies don't want to abandon tech investments (e.g. content management systems and Web publishing tools)

- Lack of budget dedicated to SEO

- May take a while to demonstrate ROI

Blogging addresses each of these problems.

- SEO best practices are already in place. Blogging software by default includes a few basic but important SEO practices by using proper Titles, headlines, URLs, and internal linking structure. Search engines also like sites that have fresh content, which can give blogs great influence over search results.

- Recent search engine algorithm changes boost the visibility of blogs. An experiment by Ryan Durk took advantage of temporary changes in Google's logo linking to the search results page for "January 1 TCP/IP". It shows two things: the speed by which a new blog is indexed and the short time between your blog getting indexed and it appearing high in search results.

- Blogs are inexpensive and easy to setup. A new blog can be created in a matter of minutes with little technical knowledge. Blog creation is free in many cases, often with a nominal monthly fee for additional features.

Blogging is great for companies that are not ready to make the larger SEO investment or are worried about abandoning a CMS in which they have already invested. Blogging can be used as a proof of concept that shows that SEO can deliver results. Use of blogging software delays the larger discussion of SEO projects that are potentially more time-consuming and require a larger investment that reap longer term benefits. Setting up a blog is inexpensive and doesn't force you to abandon or modify your existing IT investments.

Then get people to notice your blog.

- Conduct keyword research Creating a blog is just the first step. Keyword research can be the difference between a highly popular, authoritative blog and a blog that no one knows exists.

Since everyone competes on the most popular words, try blogging about slightly less-competitive topics, so your site has the ability to rank for those terms. There are some great tools out there that help facilitate this process of identifying writing topics that other sites aren't necessarily targeting, yet will drive traffic.

If you're just getting started with blogging, write about a subject where you have expertise that you feel will interest your audience. Once you reach a critical mass of blog posts, take a step back and analyze how people are finding your blog and use that information to guide your editorial calendar.

- Utilize social media and pinging. In addition to keyword research, it is important to promote the blog using social media tools that increase the visibility of your blog and generate inbound links to your domain. Be sure to utilize pinging services to notify aggregation services of new content on your blog.

- Customize the blog template. It is also important to link to your new blog from the Homepage of your main Web site to make it easier for search engine spiders to discover it. Often times, the default template needs to be tweaked slightly for maximum SEO benefit. For instance, make sure your blog Permalink uses meaningful anchor text and not www.yourdomain.com/blog/?p=456

Blogging may not be the long-term solution for fixing a broken site, but it will get your foot in the door for SEO, deliver results in the short term, and facilitate the process of getting buy-in for full-scale, long-term SEO projects for the rest of your Web site.

The five-year freeze on mortgage interest rates recently announced by the federal government may be intended to help responsible homeowners avoid foreclosure, but a noted economist with the Real Estate Center at Texas A&M University says there may be a better solution to the mortgage crisis.

College Station, Tex.  -  December 19 -- The five-year freeze on mortgage interest rates recently announced by the federal government may be intended to help responsible homeowners avoid foreclosure, but a noted economist with the Real Estate Center at Texas A&M University says there may be a better solution to the mortgage crisis.

"The federal government has to be very careful in addressing this problem," said Dr. Mark Dotzour, the Center's chief economist. "Aggressive government intervention in the mortgage market will only create additional uncertainty for bond investors. Freezing interest rates is a bad idea. When you tell an investor that the contract they hold is no longer valid, it constitutes actual taking of private property."

Dotzour added that if the government intervenes and rewrites the terms of existing mortgage contracts, bond investors will become leery of buying mortgage bonds in the future and will demand higher interest rates for the higher perceived risk.

Research Economist Dr. James Gaines, also with the Center, agrees, calling the basic premise of the plan shaky and the details sketchy.

"For the most part, the homeowners and borrowers likely to benefit from the interest rate freeze are the very same people who would have the best chance of renegotiating their loans with the lender in the first place — a borrower with a relatively sound credit rating and a history of making payments who simply needs a little help to keep from going into full default," Gaines said.

So how can the federal government speed the recovery process in the U.S. housing markets?

The first thing the government should do, Dotzour said, is cut short-term interest rates to 2 or 3 percent. At the same time, they could aggressively purchase mortgage bonds and long treasuries to drive down the ten-year yield, which Dotzour said has already dropped below 4 percent in the past six months.

After that, the government needs to address the increased risk premium in the mortgage market by establishing conservative mortgage guidelines and creating a new government "seal of approval" for mortgage loans that meet standard underwriting guidelines. Dotzour said this would help raise confidence in private bond rating agencies and the mortgage insurance industry.

"Together, these efforts would drive down mortgage interest rates dramatically and allow American homeowners to refinance," Dotzour said. "This looks like heavy-handed government intervention into the housing market, but we are likely to see heavy-handed intervention anyway, so we might as well do something that might actually work."
